The registration for scooters and bicycles is not in the plans of the DGT

Pere Navarro’s latest speech at a public event has left various news items of interest to drivers and other road users. In the Mobility Symposium of El Español-Invertia, has not only ruled on the possibility of reducing speed limits to save on fuel. The director of the DGT has also revealed what plans do you have for bicycles and scooters: for the moment, no license plates.

The Personal Mobility Vehicles (VMP) starred in one of the issues discussed by the top leader of the Directorate General of Traffic. Pere Navarro gave his vision of the role and weight that electric scooters and bicycles have in cities: “The scooter is the last thing that has arrived and it is fashionable. There is much talk about the presence and its participation in the mobility of cities, but in reality it is not a protagonist, nor is it going to be a protagonist. All the town halls promote the bicycle and I don’t know of any attempt to promote scooters”.

License plates no and insurance yes?

On the other hand, Pere Navarro took the opportunity to confirm that, for now, The General Directorate of Traffic is not considering the introduction of license plates for bicycles and scooters. Something that is demanded by both users who share the road with these vehicles and pedestrians.

However, this determination clashes head-on with the intentions that Pere Navarro himself revealed a few months ago in the Basque newspaper: “Bicycles and scooters must have mandatory insurance. The debate is whether we do the insurance to the vehicle, in which case it will be necessary to have a registration of vehicles or license plates, or to the driver.

The DGT qualified those statements by pointing out that there is still no firm intention on this issue and, of course, no deadline. what i knowí recommends,on your websiteto users is to have a civil liability insurance. It’s the same thing that does State Strategy for the Bicycle of the Ministry of Transport, Mobility and Urban Agenda (MITMA). It considers “advisable that users have some type of coverage, appropriate to each of the different cycling activities” to protect the user himself and have some prevention against “any other risk or potential damage derived from cycling activity”.

The DGT debate

As the director of the DGT confessed, insurance for scooters and bicycles is part of his plans: the debate is, now, on the form. If they opt for require a policy for the vehicle itself, it will be necessary a record in which your identification or license plate appears. And this brings us to the latest statements by Pere Navarro: Tráfico does not consider the option of identifying them. The other option is insurance for the driver: the theory could be good, but the practice would be more complicated due to user control tasks.

And all this without taking into account the legislative reform that it implies, since, currently, Royal Decree 1507/2008 only requires a policy for “all motor-driven vehicles suitable for driving on land, including mopeds, special vehicles, trailers, etc. and semi-trailers, whose putting into circulation requires an administrative authorization”. Neither scooters nor bicycles need administrative authorization, that is, a circulation permit. The only way to demand civil liability insurance from them is through the town halls, They do have the power to do this kind of thing.
